Blowing up like you thought I would…
To create these plastic balloon things, you apply this gunk to the end of mini straw and blow into them. Meant as a toy for kids, they seem like they would be pretty toxic if ingested. Hopefully kids like the taste of burgers instead. ([])

OMG! I didn’t know they still made these…Plastic balloons were one of my favorite toys as a kid. I never did try to eat them though…
